LEGAL EXPERIENCE

Attorney at Law:  Actively practicing law in Inyo County since 1988 in numerous areas of practice and both state and federal courts.  

DATA PROCESSING EXPERIENCE:

Director of Systems (Development), Vons Grocery Co., El Monte, CA, (June 1985 - September 1987).  Responsible for the development and maintenance of all computer applications.  The department consisted of growing staff of 55 data processing professionals with six direct reporting managers.  Manage an annual budget of $3 million of which $700,000 was for software purchase.  Responsible for negotiating all contract terms with hardware and software vendors.  Environment: dual IBM 308x's, MVS/XA, IDMS/R and CICS.  Achievements include:

a.   Reduced departmental turnover from 40% to 6% per annum.

b.   Architect for In-Store Data Processing; a distributed processing environment using a Series/1 computer in each store and a network connecting them to the central site.  Initial applications included Electronic Financial Services (known know as Von's Club), Time and Attendance, DSD Receiving, Labor Scheduling, and Electronic Mail.

c.   Selected, acquired and installed IDMS/R and associated products.

d.   Architect for the Price Management System; a relational data base application which allows for complete zone pricing using target margin and competitor activity at the individual store level. Implemented using·IDMS/R, ADS/O, and LRF.  (October 1987).

e.   Installed the Chain Store packages for Warehouse Management, Purchasing, and Investment Buy in, six months with six people.

f.   Introduced financial analysis for project evaluation (NPV, IRR, and pro forma financial statements).

g.   Implemented an on-line project tracking tool.

h.   Implemented, a formal development methodology.

Systems Consultant II, First Interstate Services Co., Los Angeles, (March 1983 - May 1985).  Environment: IBM 30xx, IBM System 36, OS/MVS, IMS, CICS, COBOL, TSO/SPF, DATAMANAGER, and ACF2.  Accomplishments include:

a.   Project Manager for the installation of a Commercial Finance (receivables lending) package on an IBM System 36.

b.   Designed a standardized remittance processing system for servicing all lock-box accounts (REI hardware using RPG II).

c.   Project Manager for development of subsystems related to the Central Customer Information DB, Commercial Loan DB and Credit Arrangement DB (all IMS).

d.   Project Manager for the implementation of the ACF2 security system.  Developed company policy defining data ownership.

System Engineer, Information Industries, Inc., Kansas City, MO (February 1982 - January 1983).

On contract to American International Group as a project leader for the implementation of the Claims Processing System; a distributed processing application using Nixdorf 600/55 and an IBM 3033 using CICS.

On contract to Middle South Services as a Project Leader for the General Accounting, Budgeting, and Forecasting systems for several of the companies within the holding company.  Supervised six people.  Environment: IBM 3033 (2), IBM 3081, MSS, OS/MVS, PL/1, COBOL, TSO/SPF, HSM, and IMS DB/DC.  Specific accomplishments include:

a. Project coordinator for monitoring an outside contractor (DH&S) in the replacement of the General Accounting System.

b. Directed the development of a Cost Center Budgeting System.

c. Directed the feasibility study for a Human Resource Management System.

d. Designed and directed the development of a generic allocation subsystem for use in cost allocation.

Systems Analyst, Mutual of Omaha, Omaha, NE (September 1980 - February 1982).  Environment: IBM 3033 (2), IBM 3081, OS/MVS, COBOL, and IMS DB/DC.  Duties and accomplishments include:

a.   Project leader for the installation of ACF2 and an automated job scheduling system.

b.   Project leader for the File Management and Scheduling Systems project.  The project evaluated and planned the installation of a mass storage system, storage management software, a tape management system, and conversion to standard label tapes.

c.   Lead analyst for the installation of an Autologic APS Micro 5 phototypesetter.  Performed the hardware and economic analysis for the acquisition of the equipment.

d.   Chairman of Tower Club's Social Committee, a company sponsored employee activities organization.  Responsible for the planning, organizing, publicizing, and conducting of activities such as dances, parties, and trips, etc.

Air Force Officer, Headquarters Strategic Air Command (1976 - 1980).  Duties included:

Executive Information Analyst: Designed SAC's office automation system.  The system was designed using the concepts of multiprocessing across a distributed network, distributed data base, and distributed intelligence.  The initial project budget for a headquarters implementation of the system was $6,000,000.  Achievements include:

a. Developed the plan used by each SAC staff agency to identify their information requirements to be satisfied by the system.

b. Performed the economic analysis to justify the system.

c. Wrote the Data Automation Requirement (DAR).

d. Designed the world-wide data communications network to connect 100 computers into an integrated system.

f.   Wrote the Request for Proposals (RFP).

Project Manager: Supervised the development of the Strategic Battle Laboratory.  Technical supervision of non-military contractors (e.g. the RAND corporation, System Control Inc., etc.) in the development of new computer technology (e.g., Artificial Intelligence) for application to real-time battle management.  Used DEC equipment operating under ITS and the LISP programming language.  Achievements include:

a. Negotiated statements of work for civilian contractor support.

b. Performed long-term planning and budgeting for the SBL Project.

Chief, Reconnaissance Support Programming Section: Managed ten computers in all phases of software development and maintenance.

Programmer/Systems Analyst/Project Leader: Developed and maintained a major batch and on-line system.  Implemented on an IBM 360-85 (COBOL, FORTRAN IV, BAL -- BTAM).  Supervised three people.

Programmer/Operator, Loyola University of Los Angeles, CA (August 1975 - June 1976).  Programmer: Administrative applications using BASIC, COBOL, and PL/1 on IBM 360-30 and Data General NOVA 2000.

OTHER RELEVANT EXPERIENCE:

Consultant: Provided consulting services to a small chemical manufacturer and distributor on the installation of a minicomputer with on-line accounting applications (1981).

Taught "Business Law" for Cerro Coso College (1988)

Taught "Accounting and Information Systems" for CEBS examination preparation through Creighton University (1981).

Taught "Economics" for LOMA exams for Mutual of Omaha (1981).

Instructed college courses in the fields of Organizational Behavior, Personnel Management, Management, Marketing, and Macroeconomics at Bellevue College, (Bellevue, NE, 1979 - 1981).
